Security/Burglar Bar Facts

Security bars, or burglar bars as they are often called, when installed without quick-release mechanisms, trap victims during fires and can make rescue impossible. In 1995, five children died in an Oakland house fire because of burglar bars that could not be opened. This led to the introduction of AB 3131 and AB 3026. Both bills became law in 1996.

How To Measure Your Windows For Burglar Bars

a. Measure Width:
Measure the distance between the two sides of the trim or stops.

b. Measure Height
Measure from the bottom of the sill to the head jamb.

example: 31"(width) x 42"(height)

Many residents have died needlessly from fires in the home because improperly installed burglar bars prevented their escape.

2. HOW DO I KNOW IF MY BURGLAR BARS ARE UNSAFE?
Burglar bars are unsafe if they will not open from inside your home.

When burglar bars are installed on exit doors or windows of sleeping rooms they must be equipped with an approved quick release device which allows them to be opened from the inside without the use of a key, separate tool or any special knowledge or effort.
All quick release devices must be approved in writing by the Building Official.
Your home must also be equipped with an approved smoke detector.
A building permit is required.

5. WHAT IF I ALREADY HAVE BURGLAR BARS THAT ARE UNSAFE?
Some existing burglar bars can be modified to meet safety guidelines. However, replacing unsafe burglar bars is the best solution to the problem.

6. IS THERE ANYTHING ELSE I SHOULD KNOW?
...Install smoke detectors near each sleeping area and test them regularly.
...Have a fire escape plan for the entire family.
...Practice your plan by having home fire drills.
...Let each member of your family practice opening your burglar bars.
...Teach each family member when and how to use 9-1-1.
...Never leave small children unattended.

How To Install Burglar Bars

Frames of Window:
Aluminum Siding - Wood

Tools:
1) DRILL (3/16) BIT)
2) 1” THICK BOARD
3) FLATHEAD SCREW - DRIVER BIT
4) ONE WAY SCREW

Instructions:
A. PLACE A 1” INCH THICK BOARD ON THE WINDOW LEDGE.
B. SIT THE SECURITY DEVICE ON TOP OF THE BOARD.
C. EVENLY DISTRIBUTE THE SPACING, ON THE LEFT AND RIGHT OF THE SECURITY DEVICE,
D. DRILL TOP HOLES WITH “3/16” INCH BIT, THEN SCREW IN WITH A FLAT HEAD DRILL BIT.
E. REMOVE BOARD AND FINISH MOUNTING THE BOTTOM BRACKETS.

BRICK & STUCCO - CONCRETE

Tools:
1) HAMMER DRILL (5/16 BIT)
2) 1” INCH THICK BOARD
3) HAMMER NAIL IN SCREWS

Instructions:
A. FOLLOW STEPS A ,B & C (ABOVE)
B. DRILL TOP HOLES WITH HAMMER DRILL FIRST, THEN USING A HAMMER TO NAIL IN SCREW.
C. REMOVE BOARD AND FINISH MOUNTING THE BOTTOM BRACKETS
